OverviewNatalia brings to BKS more than two decades of legal experience. During her career, Natalia has represented both private and public clients across multiple jurisdictions in California and internationally.Most recently Natalia served as Assistant City Attorney as well as Interim City Attorney for the City of Redding, where she provided comprehensive legal support to all city departments, including the electric utility, water, wastewater, solid waste, public works, redevelopment, housing authority, airport, police, and parks & recreation. Natalia played a key role in supporting the city's energy operations, including hydroelectric power generation, management of transmission rights and assets – both directly and through a joint power agency, and wholesale energy trading. She also appeared regularly in Superior Court on behalf of the city and represented the city before the California Court of Appeals.Prior to working for the City of Redding, Natalia served as Deputy County Counsel for Shasta County, providing legal guidance on a wide range of issues including the Brown Act, the Public Records Act, privacy issues, and record retention policies. She also represented the county in both state and federal litigation. Natalia also served as corporate counsel and lead auditor advising on multimillion-dollar international transactions, which included M&As, and safeguarding her clients’ interests in complex business matters in Russia and Europe.EducationNatalia holds an LL.M. from Pepperdine Caruso School of Law and an MBA from the Moscow State Institute of International Relations (MGIMO). She also earned a Diploma in International Trade Relationships from the Spanish Institute of Foreign Trade (ICEX) in Madrid, Spain. Natalia began her academic journey with a law degree from Stavropol State University (Russia) and additionally holds a B.A. in Psychology from North-Caucasian State Polytechnic University (Russia), where she graduated with Honors.
