Top Water Law Expert Jeni Buckman Joins Bartkiewicz, Kronick & Shanahan

SACRAMENTO, Calif. — Bartkiewicz, Kronick & Shanahan (BKS) is pleased to announce that Jennifer (Jeni) Buckman, one of the top water and natural resources attorneys in California, has joined the firm.

Ms. Buckman has more than 20 years of experience in water and land use issues, including the California Environmental Quality Act, the federal and state Endangered Species Acts, the Williamson Act, water supply laws and other water and land use laws.

“Jeni brings special expertise and a deep understanding of California’s complex water and other natural resources laws and policies to our firm and our clients,” said BKS President Joshua Horowitz. “We are thrilled and proud to welcome such an accomplished and qualified professional to our team and look forward to having Jeni as our colleague for many years to come.”

Buckman also has extensive administrative law experience and has negotiated complex matters with regulatory agencies such as the State Water Resources Control Board, U.S. Fish and Wildlife Service, Department of Fish and Wildlife and the Department of Conservation.

Buckman comes to BKS from the Friant Water Authority in California’s San Joaquin Valley where she served as General Counsel since 2011. At Friant, she focused much of her attention on the San Joaquin River Settlement implementation and associated legal issues, and Central Valley Project operations and the many associated environmental, water supply and infrastructure issues related to the Sacramento-San Joaquin Delta. In 2014 and 2015, she also represented the Friant Water Authority on legal and policy issues related to the drought crisis, California Water Fix and the federal drought legislation.

She is a long-time member and current chair of the Legal Affairs Committee for the Association of California Water Agencies and often serves as an expert speaker on water rights, land use and environmental issues.

Buckman received her J.D. from the Boalt Hall School of Law at the University of California at Berkeley and her B.A. from the University of California at Davis. She is a Sacramento native.
