BKS Shareholder Alan Lilly Selected as State Water Board’s First Presiding Hearing Officer

BKS shareholder Alan Lilly has been selected to serve as the inaugural Presiding Hearing Officer to lead the new Administrative Hearings Office housed within the State Water Resources Control Board, the Water Board announced today. (Read the press release here.)

Established last year with the signing of Assembly Bill 747, the new office will provide an impartial review process for water-right legal proceedings before the State Water Board. Mr. Lilly will serve as an independent hearing officer—equivalent to an administrate law judge—conducting hearings, compiling evidence and preparing draft orders for Water Board consideration.

Mr. Lilly has been a trusted legal and strategic advisor to BKS’ clients for nearly 30 years. Currently, he specializes in representing and advising public agencies and private parties in water-right matters before the State Water Board and in proceedings involving the California Environmental Quality Act, the National Environmental Policy Act and the federal and California Endangered Species Acts. He also advises and represents clients in civil litigation, administrative proceedings and contract negotiations involving surface-water, groundwater, water-service, water-quality, environmental and eminent-domain issues.

As Mr. Lilly makes the transition to his new position over the next several weeks, he will be working with senior BKS attorneys to ensure that all client matters are seamlessly transitioned.
